Country dialling code for Libya is 218, and there is a 2 digit city code. There is an online Yellow Pages for Libya.
Libya has fair mobile coverage. There are two operators, El Madar (Arabic only website) and Libyana (Arabic only website). Libyana covers the largest area of the two. Together they cover the coastal regions in the east and the west, as well as Sebha.
Prices for using their services vary depending on the contract between your operator and them, but judging from our tests of price lists, Libya is about as expensive as Tunisia and Egypt, and in some cases slightly cheaper. Services that are provided for are normal phone calls, both ways and sending and receiving of SMS. Services like MMS and data transfer are in theory available.
Large Libyan cities like Tripoli, Misrata, Benghazi, Zawiya and Sirte have Internet cafés. To what extent such are found in smaller places is not certain.
At the time of writing we have little information on the reliability and speed of postal services in and out of Libya. Just remember that you are in part of the world not famous for its ability to get a postcard to its recipient. International parcel companies deliver to Libya, which may invaluable in a desperate moment. This is, of course, a very, very expensive service!
