Points are gathered from 10 factors:

2. Dealing with construction permits.
3. Employing workers.
4. Registering property.
5. Getting credit.
6. Protecting investors.
7. Paying taxes.
8. Trading across borders.
9. Enforcing contracts.
10. Closing a business.
There are several factors which then are not used for making this ranking. The quality of the workers, infrastructure, national stability and so forth.
Among the countries covered presently by LookLex / Encyclopaedia, Libya is not ranked. There are no obvious, nor stated reason for this omission.
